The United States, PMSCs and the state monopoly on violence: Leading the way towards norm change

Copyright @ 2013 Sage.The proliferation of private military and security companies (PMSCs) in Iraq and Afghanistan has raised many questions regarding the use of armed force by private contractors. This article addresses the question of whether the increased acceptance of PMSCs indicates a transformation of the international norm regarding the state monopoly on the legitimate use of armed force. Drawing on theoretical approaches to the analysis of norm change, the article employs four measures to investigate possible changes in the strength and meaning of this norm: modifications in state behaviour, state responses to norm violation, the promulgation of varying interpretations of the norm in national and international laws and regulations, and changes in norm discourse. Based on an analysis of empirical evidence from the United States of America and its allies, the article concludes that these measures suggest that the USA is leading the way towards a transformation of the international norm of the state monopoly on violence, involving a revised meaning. Although this understanding has not yet been formally implemented in international law, it has allowed a growing number of countries to tolerate, accept or legalize the use of armed force by PMSCs in the international arena.The Alexander von Humboldt Foundation and the Peace Research Institute Frankfurt

A tilt after-effect for images of buildings: Evidence of selectivity for the orientation of everyday scenes
The tilt after-effect (TAE) is thought to be a manifestation of gain control in mechanisms selective for spatial orientation in visual stimuli. It has been demonstrated with luminance-defined stripes, contrast-defined stripes, orientation-defined stripes, and even with natural images. Of course, all images can be decomposed into a sum of stripes, so it should not be surprising to find a TAE when adapting and test images contain stripes that differ by 15° or so. We show this latter condition is not necessary for the TAE with natural images: adaptation to slightly tilted and vertically filtered houses produced a ârepulsiveâ bias in the perceived orientation of horizontally filtered houses. These results suggest gain control in mechanisms selective for spatial orientation in natural images

A perceptual bias for man-made objects in humans
Ambiguous images are widely recognized as a valuable tool for probing human perception. Perceptual biases that arise when people make judgements about ambiguous images reveal their expectations about the environment. While perceptual biases in early visual processing have been well established, their existence in higher-level vision has been explored only for faces, which may be processed differently from other objects. Here we developed a new, highly versatile method of creating ambiguous hybrid images comprising two component objects belonging to distinct categories. We used these hybrids to measure perceptual biases in object classification and found that images of man-made (manufactured) objects dominated those of naturally occurring (non-man-made) ones in hybrids. This dominance generalised to a broad range of object categories, persisted when the horizontal and vertical elements that dominate man-made objects were removed, and increased with the real-world size of the manufactured object. Our findings show for the first time that people have perceptual biases to see man-made objects and suggest that extended exposure to manufactured environments in our urban-living participants has presumably changed the way that they see the world
The solar influence on the probability of relatively cold UK winters in the future
Recent research has suggested that relatively cold UK winters are more common when solar activity is low (Lockwood et al 2010 Environ. Res. Lett. 5 024001). Solar activity during the current sunspot minimum has fallen to levels unknown since the start of the 20th century (Lockwood 2010 Proc. R. Soc. A 466 303â29) and records of past solar variations inferred from cosmogenic isotopes (Abreu et al 2008 Geophys. Res. Lett. 35 L20109) and geomagnetic activity data (Lockwood et al 2009 Astrophys. J. 700 937â44) suggest that the current grand solar maximum is coming to an end and hence that solar activity can be expected to continue to decline. Combining cosmogenic isotope data with the long record of temperatures measured in central England, we estimate how solar change could influence the probability in the future of further UK winters that are cold, relative to the hemispheric mean temperature, if all other factors remain constant. Global warming is taken into account only through the detrending using mean hemispheric temperatures. We show that some predictive skill may be obtained by including the solar effect
Tackling 3D ToF Artifacts Through Learning and the FLAT Dataset
Scene motion, multiple reflections, and sensor noise introduce artifacts in
the depth reconstruction performed by time-of-flight cameras. We propose a
two-stage, deep-learning approach to address all of these sources of artifacts
simultaneously. We also introduce FLAT, a synthetic dataset of 2000 ToF
measurements that capture all of these nonidealities, and allows to simulate
different camera hardware. Using the Kinect 2 camera as a baseline, we show
improved reconstruction errors over state-of-the-art methods, on both simulated
